VAT registration goes paperless
Anyone applying to register for VAT should use the HM Revenue & Customs (HMRC) online VAT Registration Service.
From Monday 13 November 2023, anyone applying to register for VAT should use HMRC's online VAT Registration Service.
Benefits of online VAT registration
There are a number of advantages to registering for VAT online, including:
- it is quicker and easier
- reduces the need for paper forms
- you can access your VAT information at a time and place that suits you
- you can save your online application and complete missing sections when you have checked outstanding information required
- HMRC recieves your application as soon as it is submitted
- you will receive your VAT number quicker
How to get started with registering online for VAT
HMRC customers will need a Government Gateway user ID and password to register for VAT and use HMRC's online services. If customers do not have these already, they can create a user ID and password when they sign into the Government Gateway for the first time. When registering for VAT, they should have their business details to hand and take time to input them correctly.

Tax agents and advisers
Agents, such as tax advisory firms and accountants, should continue to use the VAT Registration Service through the Agent Services Account. Some VAT schemes (for example the Agricultural Flat Rate Scheme) require customers to register for VAT by post. There is no change to these requirements. See register for VAT by post to find out more.
Exemptions to online VAT registration
HMRC are aware that some of their customers are unable to access or use digital technology and they will continue to support them. HMRC will continue to provide a service to meet their needs through non-digital channels, including by telephone to their VAT Helpline and their needs for extra support service.
For more information about exemptions from registering for VAT, see applying for an exemption from Making Tax Digital for VAT.
Those needing to complete a paper VAT1 form should call the VAT Helpline on 0300 200 3700. HMRC customers do not have to apply for an exemption in advance, but HMRC may ask why they wish to apply by post for VAT registration.
