Construction of the A4 Enniskillen Southern Bypass is due to commence in late spring / early summer 2025.

To maximise the social, economic and environmental benefits of the A4 Enniskillen Bypass, the Department for Infrastructure (DfI) has prepared an engagement survey for local residents, businesses users and interested parties in the local community. This aims to collect feedback on what Social Value you would like to see during construction.

What is Social Value?

A new requirement of DfI's procurement process is to include Social Value. This is the extra value generated by DfI through the delivery of a project which has a wider community benefit.

Social Value allows organisations to consider how their activities can create positive benefits for residents, businesses and stakeholders that may be impacted by their construction projects. Social Value is recorded and measured based on set themes and indicators which determine the outcomes that can be achieved via the contract. The indicators describe activities which can be delivered to achieve the Social Value outcomes.

There are four main themes under which Social Value can be delivered and measured:

  • Increasing Secure Employment and Skills
  • Building an Ethical and Resilient Supply Chain
  • Delivering Zero Carbon
  • Promoting Wellbeing
